Motion: Amend the Policy on Coalitions

Moved on behalf of the Policy Committee (2 of 5 motions today). Co-sponsors requested.

This change transitions the responsibility of forming coalitions from Staff to SLEC. It also simplifies the sunsetting period for established coalitions. SLEC retains the right to terminate any coalition by a ⅔ vote.

Do we need a SLEC vote to change the point of contact? This seems more like a job for staff. Do we know who the point of contacts are for our existing coalitions?

@Sean Sparkman My personal PoV is no, we would not need a SLEC vote to change a point of contact. At that point, the coalition is approved, and updating contact information is just recordkeeping.

I'll defer to @Christy Ford as to whether she is currently maintaining contact information for our coalitions. It's likely we may need to do a bit of cleanup on this front as we tighten up the policy.
